DescriptionThe University of Colorado's (CU) Procurement Service Center (PSC) is a nationally recognized procurement office dedicated to using technology to enhance the university's programs and create efficiencies within policies. PSC supports the entire CU community, which includes four campuses plus system administration. CU is a public research university serving Colorado, the nation and the world through leadership in high-quality and professional training, public service, advancing research and knowledge and leading-edge health care. Position Summary: This exempt professional position reports to the Director of Procurement & Contract Services, within the Procurement Service Center. The Small Business Liaison Officer (SBLO) is responsible for providing strategic direction and leadership for the day-to-day operation of the university-wide Small Business Program. This position's role is to assist in maximizing opportunities for both current and potential Small Business Concerns (SBC) to participate in the University business of procuring goods and services at all dollar levels and regardless of fund source. This position is exempt from the overtime provisions of the Fair Labor Standards Act. This position is exempt from the Colorado State Classified System. Duties: The following duties and responsibilities illustrate the primary activities and functions of this position. However, they do not place a limitation on the scope or nature of other duties or responsibilities that are, or may be assigned to this position in the due course of business. Accordingly, the Small Business Liaison Officer: Strategic Focus and Promotion Provides leadership, direction and management of the University's Small Business Program by developing and executing the supplier diversity programs, processes, strategies and initiatives for small and diverse suppliers within the University's supplier community, liaising with various external organizations and businesses to enhance and grow the diversification of supplier partners Directs and administers strategic programs to encourage the inclusion of qualified small and disadvantaged businesses of minorities, women, veterans and suppliers in solicitations and awards under locally and federally contract procurement opportunities. Represent the University at external functions including meetings of small business organizations, trade fairs, seminars and conferences. Develop an effective outreach strategy to encourage SBCs to participate in the University's business of procuring goods and services. Small Business Compliance Creates, oversees, monitors and reports on Subcontracting Plan documentation in support of bids, proposals, and awards coordinating with respective campus organizations and procurement peers. Oversees the compilation of data and submission of required federal reports on a timely basis; oversee development and/or revision of Small Business Subcontracting Plans providing assistance as necessary; analyze goal attainment of Small Business Subcontracting Plans and meet regularly with applicable campus departments to review goal attainment. Develops promotional material to aid Small Business Concerns (SBC) in working with the University Proactively interfaces with campus departments to identify potential areas of small business involvement; Serve as a SME for the Federal Acquisition Regulations pertaining to the Small Business Program and keeps up to date on any changes Oversee administration of the small business database; develop and provide management reports to higher level administration pertaining to small business usage. Training Trains, coaches and mentors Purchasing Agents, Commodity Managers and Program Managers on the Small Business Subcontracting Program and supplier diversity internal administrative processes and system requirements. Effectively communicate and educate internal stakeholders on how to utilize small and/or diverse firms in the contracting and procurement processes. Conduct regular training sessions to educate suppliers on how to do business with the University including the development of training materials; counsel and provide assistance to SBCs with the University procurement process. Design and develop internal procedural manuals, guides and trainings to create awareness of the Small Business Program and to clarify the rationale, intent and motive of the Small Business Program; Collaborate effectively with the office of Grants and Contracts and Diversity Leaders to support small business needs and promote effective and accurate integration of all regulations affecting those needs. Performs other duties as assigned. Qualifications Minimum Requirements: Bachelor's degree from an accredited college or university or high-level technical experience may be substituted for the degree requirement on a year-for-year basis Two (2) years experience supporting the Small Business initiatives of an organization including knowledge of the FAR and experience creating subcontracting plans for governmental Contracting Officers. Preferred Qualifications Professional experience at the University of Colorado or in a higher education system; Experience with Small Business and/or Supplier Diversity programs; Knowledge of the FAR and federal small business subcontracting requirements; Experience with procurement and contracting procedures; Experience with the coordination and planning of large events; At least one year of supervisory experience.
