Housing Coordinator, City of Thornton, CO SUMMARY Special consideration will be given to applicants with bilingual (Spanish) capabilities. This position has been re-opened. All applications previously submitted are still being considered. Under general direction, coordinates and conducts the housing programs, projects and activities for the city of Thornton. ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.) Conducts, promotes and coordinates a variety of housing programs, projects and activities. These programs and activities include, but are not limited to, administering processes for housing rehabilitation programs, organizing and hosting educational workshops and meetings, sharing resources with people, networking with service providers, developing handbooks and resource materials, collecting information on the local housing market, and creating housing and program summaries and reports. Creates and implements housing strategies to achieve the city's goals and the housing goals of the Consolidated Plan. Reviews and processes applications for grants, loans, or bond assignments according to regulations, policies and procedures. Coordinates inspections and works with program contractors. Tracks and facilitates project work process and completion. Presents information at meetings, workshops and other events to explain housing programs. Creates printed and digital informational materials; writes and produces letters, public notices, forms, and articles for city newsletters. Collaborates with housing service providers, property managers of multifamily housing complexes, local realtor associations and other divisions or governmental agencies. Researches, collects and tracks data and information on housing in the city. Prepares periodic reports for housing activities in accordance with all technical requirements. Creates and maintains accurate and complete file systems, databases and contact lists. Responds effectively to housing and homeless related issues and requests for information by phone, in writing or in person from residents, outside organizations, associations, property managers, city boards, commissions and staff; explains program procedures, rights and responsibilities of homeowners, renters or property managers; helps people identify the most appropriate service, program, or funding source; identifies sensitive or complex issues and brings them to the immediate attention of management. Analyzes community needs identify gaps in housing or services; keeps abreast of issues, trends and opportunities relevant to housing and homelessness; provides pertinent information and recommendations to management to prepare for potential impacts, and takes advantage of new opportunities or improve programs. Participates in the creation of housing, neighborhood revitalization, or community development plans and assessments. Evaluates effectiveness of programs and services. May assist with facilitating the city processes associated with the development of new or renovation of existing, housing projects in Thornton. May develop grant proposals for housing projects or programs. May work evening and weekends, as required. Performs other duties as assigned. QUALIFICATIONS Education/Experience: Bachelor's degree in planning, social sciences, public administration, finance or related field from an accredited college or university; three years of experience working with housing programs, projects, activities or services or organizations that provide housing programs. Project management experience highly desired. Equivalent combinations of education and experience may be considered. Bilingual skills in English/Spanish preferred. Licensing/Certification Requirements: May need the ability to travel to various locations in a timely manner as the job requires. Knowledge, Skills, and Abilities: Knowledge of the policies and procedures of the City of Thornton and the department. Knowledge of the city of Thornton's housing program goals and objectives. Knowledge of the functions of other City departments and how they interact with neighborhoods. Knowledge of housing programs and organizations and key housing representatives in the metro Denver region. Knowledge of the city of Thornton's current plans, studies and reports related to housing and community revitalization and development. Knowledge of the various funding sources used to finance affordable or workforce housing. Knowledge of the steps to develop or redevelop multifamily housing. Knowledge of research techniques, methods and data analysis. Knowledge of Private Activity Bonds, CDBG, HOME, and Fair Housing. Knowledge of homeless service providers and their programs. Skill in effective written and verbal communications. Skill in understanding and responding to customer needs in a timely and considerate fashion. Skill in handling sensitive issues with tact and diplomacy. Skill in coordinating and implementing housing programs. Skill in developing, piloting and establishing new projects and programs. Skill in a variety of computer software programs, including word processing, database management, spreadsheet applications and electronic mail. Skill in managing multiple demands, maintaining project schedules, meeting deadlines, and keeping the supervisor informed of progress. Ability to exercise initiative and sound judgment. Ability to summarize information and create project reports. Ability to listen well and communicate effectively orally and in writing with various audiences. Ability to understand and explain the Colorado statues on housing Ability to research, collect data and information and draw valid conclusions. Ability to analyze quantitative data, define problems, and identify alternatives. Ability to solve practical problems where only limited policies, procedures or information exists. Ability to identify new and alternative funding sources for housing and programs. Ability to prepare and submit grant applications or proposals for housing projects or programs. Ability to establish and maintain effective working relationships with City employees, other agencies, and the general public. Ability to attend evening and weekend meetings, as necessary. Physical and Mental Requirements: While performing the duties of this job, the employee is regularly required to sit, walk, run, squat, stoop, demonstrate manual dexterity, talk, hear, and see. The employee is also required to perform light lifting. The employee is occasionally required to work outdoors. TESTING PROCEDURES Examinations may include but are not limited to application screening beyond minimum qualifications; written, oral, practical exercise or any combination thereof or other job related assessment deemed appropriate by Human Resources.
