  • Duties Summary This position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue (ONRR), Coordination, Enforcement, Valuation, & Appeals (CEVA), Analytics & Risk Management, Market & Spatial Analysis, located in Lakewood, CO. NOTE: This announcement may be used to fill additional vacancies within the Office of Natural Resources Revenue. Responsibilities Compiles, interprets, analyzes, and shares information to resolve problems and issues regarding the proper royalty value of the product, amount ofroyalty due, suitability of allowances and deductions, and appropriate royalty rates. Establishes valuation methods/procedures for oil, gas, solid mineral, and geothermal resources within framework of existing policies and regulations andcommensurate with the disposition of the subject mineral commodity. Assembles detailed information on lease production characteristics, market outlets, commodities pricing, transportation routes, processing plants fornatural gas, and associated rates and fees for downstream services. Researches and analyzes production and market information for crude oil, natural gas, solid minerals, and geothermal resources and serves as an expert inthe determination of fair market value. Makes determinations of cost and pricing structures for the disposition of mineral resources in the commercial marketplace. Qualifications All applicants for this position must possess the following basic requirements: A.Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic eligibility requirements, applicants must have the following specialized experience and/or directly related education or a combination of experience and education: At the GS-09 level, you must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to (1) experience applying economic theories, practices, methods and techniques related to oil, gas, solid mineral, geothermal resources, and/or other energy resources; (2) experience in presenting your findings in documents or oral presentations or experience in explaining oil, gas and/or minerals related information to staff.; OR B. Two years of progressively higher level graduate level education leading to a Master's degree or Master's or equivalent graduate degree in Economics.; OR C. Combination of education and experience as listed above. At the GS-11 level, you must meet the following qualification: A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to (1) experience researching and collecting technical data as it relates to oil, gas, solid mineral, geothermal resources, and/or other energy resources; (2) experience compiling and analyzing information; (3) experience drafting and presenting documents that present this information in a logical manner.; OR B. Three years of progressively higher level graduate level education leading to a Ph.D. degree or equivalent doctoral degree in Economics.; OR C. A Combination of education and experience as list above. At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to (1) experience researching the fair market value of oil, gas, solid mineral, geothermal resources, and/or other energy resources; (2) experience performing analyses of operating, production, and/or transportation costs of the above mineral products; and (3) experience preparing and presenting documents relating technical information affecting valuation of the above mineral products. Only experience and education obtained by the closing date of this announcement will be considered. A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. If selection is made below the full performance level, promotion up to the full performance level may be made without further competition.
