OVERVIEW: The Adams County Partnership is a unique public-private collaboration designed to serve as the Local Coordinating Organization (LCO) for the county. An LCO, as identified in HB22-1295, is responsible for supporting local access and equitable delivery of early childhood and family support programs. Our Partnership includes representatives from families, school districts, the county, ECPAC, as well as private and family child care providers. Because we believe it takes the entire community to raise our youngest neighbors, we authentically include and engage a wide variety of stakeholders in all aspects of our work.
The Adams County Local Coordinating Organization is charged with fostering partnerships, creating alignment, and establishing a comprehensive, equitable, community-supported early childhood plan. We serve as a liaison between families, the local early childhood system and the state. We work hard to make families lives easier, creating a county where navigating childcare, education, health, and wellbeing supports is clear, seamless, and stress-free. In year one, we must, at minimum, coordinate a mixed delivery system of Universal Preschool.
SUMMARY: The Adams County LCO is looking to hire a Provider Outreach and Support Specialist (POSS) to develop, launch, and manage:
1. A mixed-delivery UPK communication, recruitment, and enrollment process for current and potential Adams County child care providers.
2. A comprehensive, coordinated, and accessible professional development system that supports current and prospective public and private child care providers to deliver high quality universal preschool
The POSS develops collaborations with Adams County early childhood education providers to ensure that UPK program requirements are met and they are successfully enrolled in the state UPK system. Support includes, but is not limited to, annual review/update of procedures, provider training, enrollment support, licensing support, quality improvement, and on-site monitoring. The POSS collaborates directly with the ADC leadership team to support consistent, high-quality implementation of UPK services across the County. This position serves as a critical convener and liaison with other county agencies and organizations supporting early childhood.
MINIMUM QUALIFICATIONS:
*High school diploma or equivalent; Bachelor's degree or higher desired
*Minimum of 5 years of progressive administrative leadership, ideally in early childhood education desired
*Spanish language skills desired
*Oral and written communication skills
*Must be able to read, write, and comprehend English
*Personal computer, keyboarding, and data management skills
*Ability to promote and follow Board of Education policies and building and department procedures
*Evidence of high-level organizational skills and ability to successfully manage and coordinate a number of priorities, projects and tasks
*Experience working with leaders from diverse sectors desired
*Experience engaging with diverse families and communities desired
*Work effectively in a strong service environment, under pressure, flexibly, and subject to changing priorities
*Good customer service and public relations skills
*Able to invite information, constructive feedback, and cooperation from others
*Capacity to establish rapport and gain trust of others

JOB RESPONSIBILITIES:
*Conducts outreach to build reciprocal relationships with current and previous licensed and unlicensed early childhood providers that could become UPK sites (e.g. district preschools; centers; family child care homes, etc.)
*Develops strong working relationships with county stakeholders currently engaging early childhood providers (e.g. ECPAC coaches; ACAFCC staff; school district coaches, etc.)
*Develops selection process, onboard, and manages at least three stakeholder work groups tasked with 1) Supporting eligible providers to enroll in Bridgecare and meets state UPK standards; 2) Conducting outreach to prospective providers to build capacity; and 3) Establishing a professional development system that supports current and prospective providers to meet state UPK standards.
*Creates training materials based on state UPK policies to ensure work groups understand provider eligibility and requirements.
*Creates training materials and guidance documents for work groups to use for provider enrollment process into Bridgecare
*In collaboration with ACP Board and Director, establishes, drives, and evaluates individual and collective work group targets (e.g. provider outreach #s, provider enrollment #s, provider MOUs, etc.)
*Determines the needs of community providers (Site administrators & teachers, other relevant partner agencies) through annual surveys, as well as ongoing feedback, on-site visits, and a site monitoring process done through work group partners
*Based on needs assessment and feedback, makes recommendations to ACD Director and Board for appropriate professional development and technical assistance tailored for various groups
*Maintains and updates provider quality, availability, and waitlist rates by geography, language, etc. in order to identify any equity concerns, as well as family preferences, in real time
*Develops and coordinates an ongoing system of support for UPK Site Administrators and relevant agency partners to promote UPK practices
*Together with Family and Community Engagement Specialist, develops process and/or procedure for providers to respond to student absences, unique learning needs or referrals to community agencies
*Partners closely with communication staff to create provider marketing, outreach, and training materials in multiple languages, and available to diverse channels
*Performs other duty as assigned
