The Air Quality Specialist will work within a team who are
passionate about air quality and addressing complex engineering
situations. The Senior Air Quality Specialist position will focus
on Colorado and Texas air quality permitting and compliance
activities. - This person will assist with NSPS OOOO, Colorado
Emissions Inventory, and Colorado's GHG Intensity rule. The Senior
Air Specialist is an internal spokesperson and subject matter
expert for creating and improving processes related to these
programs. - The Air Quality specialist also leads internal
communications and provides expertise within these settings in
determining permitting options for new and modification projects.
This subject matter expert reports to the Air Quality Supervisor
and leadership on status of focused programs.
ESSENTIAL FUNCTIONS
The tasks, duties, and responsibilities of the position that are
most important to get the job done.
- Serve as a subject matter expert for Colorado and Texas
permitting;
- Complete permit applications and maintain good relationship
with State agencies from permit reviews to final permit
issuance;
- Regularly collaborate with facilities engineers and production
engineers on new projects. Lead meetings, provide tracking to
groups and serve as focal point for handoff of permit compliance
requirements within PDC;
- Participate as a lead contributor to the Colorado Regulation 7
Emissions Inventory reporting program. Be able to coordinate with
Systems and IT in developing and troubleshooting data managers,
reports and calculations in ACTs;
- Participate in OOOOa program, assessing applicability and
acting as subject matter expert in coordinating with the asset
field compliance team;
- Assist with annual APEN and ongoing 5-year APEN
renewals;
- Provide continual updates in the form of visual and verbal
communications to leadership on permit status, current projects,
and program updates;
- Support GHG rulemaking activities (trade association, PDC party
status, expert testimony, etc.) as deemed appropriate/assigned by
your supervisor;
- Maintain knowledge of environmental regulations, best
practices, standards, etc. to support PDC's knowledge base in air
quality and sustainability matters; support GHG related company
training and communication;
- Document and maintain PDC's interpretation/standards and
process and update as needed;
- Work with EHS Systems and Operations to identify continuous
improvement projects (process improvement, best practices, new
technology, etc.) and highlight impacts to management;
- Participate in forums that facilitate cross-communication on
air quality topics;
- Perform and assume other duties and responsibilities as may be
required at the direction of supervisor;
- Demonstrate commitment to safety and environmental compliance
in all job aspects.
KNOWLEDGE, SKILLS AND ATTRIBUTES - -
The specific minimum competencies required for job performance. -

- Knowledge of local, state, and federal environmental regulatory
standards and compliance practices as they relate to air emissions;
knowledge of EPA Federal Greenhouse Gas Reporting Program and
Colorado Reg 7 Emissions Inventory;
- Demonstrated experience with Colorado and Texas oil and gas air
permitting;
- Demonstrated experience with NSR and Title V;
- Demonstrated and efficient experience with Promax;
- Demonstrated experience in understanding, interpreting and
applying regulations to oil and gas operations;
- Demonstrated experience with ACTS. Includes running data
managers, running reports, and updating database with permit
requirements and emission factor data;
- Experience or awareness with SCREEN3 and AERMOD. Experience is
preferable;
- Familiarity with oil and gas operational practices, field
environment and technical and engineering terms related to these
practices;
- Strong verbal skills and ability to lead meetings with
operational and production engineering staff on air quality
permitting and compliance;
- Strong computing skills including advanced Excel work and
development of visual aids. Experience with Power BI, Spotfire,
Python are preferred;
- Demonstrated track record of engaging with stakeholders to
understand interests and priorities;
- Experience analyzing and communicating complex concepts and
data to a broad range of audiences;
- Flexible to work in an evolving regulatory
environment;

WORKING CONDITIONS
The environment in which the job is performed, especially any
unique conditions outside a normal office environment.
- 90% office environment, 10% field environment;
- Willing to travel to field locations in Texas a minimum of
twice per year and as necessary in Colorado.
MINIMUM QUALIFICATIONS
The minimum level of education, experience, and certifications
required to perform the job.
- Accomplished incumbent typically possessing a minimum of 5
years of environmental experience with an emphasis on air quality
in the Oil and Gas sector, established position specific skills,
and working knowledge of other inter-departmental
functions;
- Bachelor's degree in environmental engineering, chemical
engineering or equivalent;
- Experience with Colorado and Texas oil and gas air
permitting.
