function on a remote basis for those outside the region OR
corporate Basking Ridge NJ site based.SummaryThe Head of R&D
Delivery Excellence is responsible for building and deploying a
Global Strategy for R&D Organizational Risk & Issue Management,
Business Process Engineering and Resource Management Analytics.
Organizational Risk & issue Mgmt. will have a focus on developing a
formalized, harmonized approach to capturing, categorizing,
trending, measuring, predicting, escalating, mitigating and
recycling learnings from risks and issues within and across
functions for R&D along with ties to other Functions (e.g.,
QA,CSPV,Drug Supply), Corporate and the external landscape.
Business process engineering will focus on diagnosing problems with
current process methodology, with an eye to redesign, reconstruct,
automate, simplify, then monitor for effectiveness. Analytical
Resource Management will focus on implementing a data driven
approach to optimizing resource planning, deployment, productivity
and costs. They will lead the development and evolution of advanced
role-based algorithms, metrics and modeling to forecast resource
demand alongside effort tracking actuals and headcount allocation
working in partnership with Finance, GPM & All Other Line
Functions. Build and manage a team of Process Engineers,
Organizational Risk & Issue Management Lead and Analytical Resource
Management Leads.Responsibilities
- Strategy & Partnership
- Define strategy and roadmap for deployment across all 3 domains
(Process Engineering, Analytical Resource Mgmt, Org Risk & Issue
Mgmt)
- Establish linkages/line of sight between functional and
geographical differences/opportunities along with connection point
to other Non-R&D functions and Corporate
- Initiate baseline inventory/need assessments surrounding
existing functional processes, people and systems with impact on
all 3 domains
- Design and deliver appropriate operating model, governance and
ways of working to effectively deliver these capabilities across
R&D
- Execute with strong project management skills, including
monitoring work-plans and managing against milestones, knowing what
to prioritize and why, knowing who to keep informed, why, and how
often, and knowing when to escalate
- Collaborate with other groups in Global R&D Excellence to
leverage expertise to build any necessary solutions
- Establish strong relationships cross-functionally, globally and
with key established committees
- Maintain a pulse on industry advancements to ensure agility &
optimization
- Organizational Risk & Issue Mgmt.
- Evaluate existing risk & issue mgmt. processes functionally,
locally, globally, organizationally and externally
- Develop technical solution for centralized Risk & Issue Mgmt.
capture, reporting and analytics
- Harmonize grading, categorization and standardization of Risks
and Issues
- Formalize process for escalation with clear roles and
responsibilities
- Develop analytical approach in partnership with Analytics
function to predict, trend and measure effectiveness and
execution
- Develop vehicle working with Learning & Development to
socialize learnings, change the culture/mindset and build new
content to avoid repeated risks & issues
- Maintain a pulse on external landscape, Health Authority focus
and emerging risk areas
- Business Process Engineering
- Evaluate existing inventory of processes within and cross
function, seeking optimization, synergy, gaps & simplification
- Connect with existing process groups to understand challenges,
opportunities, compliance and priorities
- Search for opportunities to automate processes which are
manual, labor intensive through the use of data and technology
- Re-design processes which are broken, outdated, time and cost
laden and measure impact of change
- Create clear linkages between Processes, Systems and Roles
- Lead and Support Process Improvement Projects within and
outside of DIT
- Analytical Resource Management
- Oversee the roadmap, refinement, integration, compliance and
roll-out of Source Systems (Planisware, SAP, Workday, etc.) to
capture key data to enable Measurement and Analytical model
development
- Oversee the build of New End User Solution to Visualize all
resourcing related Data, Trigger Alerts, Analyze Metrics, Scenario
Model, Drive Strategy Discussions and Action
- Oversee the development of Time Tracking System Standards,
Governance, Compliance, Expansion and Training
- Establish Metrics around Resource Productivity, Cost, Capacity,
Alerts
- Oversee the development of advanced algorithms using machine
learning based on historical data and LF input
- Enable evaluation of in-source vs outsourced model cost and
effectiveness, vendor/CRO/LF approaches
- Enable talent skill mapping, leveraging skills of associates
and promoting opportunities of growthQualifications: Successful

- Bachelor's Degree Bachelor's Degree in Life Sciences, Business
Administration, Finance, Human Resource Management, Information
Technology, Organizational Leadership or equivalent work experience
is required. Master's Degree is preferred. requiredExperience
Qualifications
- 10 or More Years --- Minimum Twelve years of experience within
life sciences leading/supporting the optimization of people and
processes along with Risk & Issue Mgmt. is required required
- 4 or More Years --- Minimum Five years leading a function in at
least one of these domains (Risk & Issue Mgmt, Resource Mgmt,
Process Engineering) is required, multiple preferred required
- --- Working experience in all 3 domains is preferred

- --- Strong understanding of the research and drug development
life cycle processes, roles and systems across R&D functions is
required, direct experience in multiple R&D functions is
preferred preferred
- --- Relevant Certifications such as PMP, BPM, Lean Sigma
preferred preferred
- --- Experience running Black/Green belt projects from start to
finish with clear impact is required required
- --- Extensive Experience overseeing Resource mgmt. process
including design and maintenance of resourcing algorithms and
solutions is preferred preferred
- --- Extensive experience driving Risk & Issue Mgmt. process
either in QA, Quality Mgmt., Risk Mgmt. or within a Business
Function is preferred preferred
- --- Data, Analytics, Metrics, Solutions experience preferred

- --- Experience establishing global business processes,
cross-functionally in alignment with Regulations is required
