Responsibilities

WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I) DIVISION?

The following are the duties of this position:

Advises managers and executives in critical, sensitive or confidential matters, including personnel matters and is proactive in anticipating needs and trends. Consults with senior management and executives within the business function, and at higher levels within the agency on critical organizational and management issues.

Guides the practice areas in planning, organizing, and/or leading all phases of multifunctional efforts to evaluate plans and proposals for projects involving broad areas of work processes, operational practices, and integration between various functional areas. Projects and studies involve providing technical expertise, directing the analysis and evaluation of plans and proposals for projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and prescribing or formulating new or revised policy.

Counsels management in assessing impact of new or modified program requirements. Identifies resources required to support varied levels of program operations. Identifies trends and anticipates any adverse impact on budget and/or work plans. Develops innovative solutions, documents findings and conclusions, and makes presentations.

Assigned to multiple projects and programs simultaneously. Functions as a resource in certain technical areas of expertise. Collaborates and coordinates with other experts, and/or specialists throughout LB&I and the IRS to leverage and expand expertise and ensure consistent application and interpretation of regulations within those areas. Reviews, analyzes, conducts in-depth analysis, identifies problem areas and/or develops plans based on analyses and reports and makes recommendations relating to the project.

Conducts studies of employee/organizational efficiency and productivity, and recommends changes or improvements in organization, staffing, work methods and procedures.

Develops, identifies and analyzes data required for the management and direction of programs. Researches new or improved business and management practices for application to unit operations and management. Develops management and/or program evaluation plans, procedures and methodologies.

Attends meetings and conferences with both internal and external stakeholders for management on a variety of issues to meet LB&I goals and objectives

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience using of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to Embedded HR programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management and organizational processes to evaluate projects and studies and to identify problem HR areas, trends, deficiencies, or other similar factors affecting operations. Experience with oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.

AND

Applicants should have specific experience and knowledge in the following areas:

  • Quality Assurance, adult learning theories and other instructional design methodologies and technologies, to lead timely development and delivery of training, including identifying training gaps, designing and creating instructional content and recommending effective program delivery.
  • Development, delivery and marketing of training initiatives. Facilitating subject matter experts and management in the development of communications, educational materials, training and program delivery.
  • Manage training budget; plan, prepare and maintain reports; identify, develop and implement assessments to evaluate training effectiveness, employee performance, program outcome, and processes; develop and deliver training surveys; analyze and transform survey results into executive briefings and recommendations.
  • Collaborate with other teams and external vendors to promote relevant course learning opportunities and ensure that current tax issues and trends are promptly delivered
  • Strong oral and written communication skills to clearly convey ideas, including technical knowledge of writing conventions, IRS Style Guide and formatting.
  • Execute large scale in-person and/or virtual training projects using Skype, SABA, Zoom, etc.
  • Software programs including PowerPoint, Excel, Access, SharePoint, OneNote, ITMS, Visio, SABA, Skype, Tempo, etc.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
