The Role

The Lead Offer Manager position will play a lead role in the analysis, pricing and development of offers to our SLED - State, Location and Education customers. This position will be responsible for creating internal pricing models for renewal and acquisition market opportunities including informing capital expenditure decision making. Position will work closely in partnership with line-level account professionals and senior sales leadership. This position will play a critical role supporting Lumen's growth of business market revenue by developing unique commercial offers that show flexibility and creativity for customers while maintaining financial soundness for Lumen.

The Main Responsibilities

  • In the context of teamwork, partnership and mutual respect, provide the highest levels of Offer Management support for a defined team of sales professionals
  • Find ways to creatively structure customer offers which grow revenue and delight our customers while ensuring financial metrics meet/exceed the company's requirements
  • Collaborate with Product, Network, Finance, Legal and other key stakeholder groups to remove obstacles and solve problems which enable us to provide winning solutions to our customers
  • You ask questions, get clarity, and proactively move to find solutions without waiting for others to tell you what to do
  • Work independently with little supervision to meet RFP deadlines both internally and externally
  • Provide constructive feedback to peer analysts in reviews on pricing before large submissions

What We Look For in a Candidate

  • 6-8years of relevant experience in Government contracting with specific emphasis on pricing, database analysis, financial analysis, and/or related experience
  • Bachelor's Degree (Finance, Business, Economics, and/or Accounting preferred)
  • Experience in Federal sector pricing
  • Basic foundational knowledge of government contracting pricing environment (DCAA, FAR,

DFARS, rate burden pool development, etc.)

  • Experience working with GWAC contract vehicles (i.e. Networx Universal, Networx Enterprise, Schedule 70, Alliant, etc.)
  • Strong Excel skills with ability to build models linked through formulaic calculations
  • Experience working with multiple groups within the internal ecosystem to accomplish competitive and well-reviewed pricing
  • Utilize analytical platforms to support the development of Bottoms Up and/or Top Down pricing
  • Experience with the preparation of multi-million dollar cost and price proposals, including FFP, T&M, Cost-Plus, and others
  • Ability to build and explain complex models (Excel, Access, etc.)
  • Advance financial modeling capabilities, analytical skills, and business case presentation proficiency
  • Strong understanding of financial measurements like Payback, Gross Margin, Cashflow, EBITDA,and NPV
  • Ability to manage complexity while maintaining attention to detail
  • Ability to balance deadlines and priorities across multiple pricing requests with limited supervision
  • Excellent oral and written communication skills
  • Demonstrated success in creating and maintain relationships with senior business leaders
  • Comfort and desire to work in a fast-paced environment
  • Ability to work with multiple system tools to accomplish desired tasks
  • Fast learner with a "can-do" attitude, whom takes ownership of assigned tasks


  • Pricing and Offer Management experience
  • Experience with deal structuring and deal negotiation
  • Master's Degree (Finance, Business, Economics, and/or Accounting preferred)
  • Knowledge of telecommunications products and services
  • Awareness of major telecommunications competitors, and understanding through market
