* DutiesHelpDutiesSummaryThis position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue, Coordination, Enforcement, Valuation & Appeals (CEVA), Royalty Valuation, located in Lakewood, CO. NOTE: This announcement may be used to fill additional vacancies within Office of Natural Resources Revenue.Learn more about this agencyResponsibilities* Manages three teams of minerals revenue specialists, engineers, and geologists knowledgeable in oil, gas, coal, solid mineral, and geothermal production, transportation, processing, and sale for the purpose of determining royalty value.* Provides guidance and training on same, as one program in an organization responsible for collecting and verifying an average of $10 billion/year in annual royalty income.* Manages the development and implementation of process and policy changes in response to changes in statutes, regulations, industry practices, and funding.* Makes decisions affecting the basic content and character of program directed and involve: what major projects should be initiated, curtailed, or dropped; how many resources to devote to particular project; and changes to the program or parts of.* Exercises significant responsibilities in dealing with senior officials with ONRR, DOI, and other federal agencies, high ranking representatives from the oil and gas, coal, solid minerals, and geothermal industries.* Represents ONRR at high-level meetings and conferences.* Exercises overall responsibility for a full range of personnel actions, including those recommended or taken by subordinate supervisors.* Responsible for the overall training and development of program employees, including ensuring that employees receive annual training to advance ONRR's and the program's mission and strategic goals.Travel RequiredOccasional travel - You may be expected to travel for this position.Supervisory statusYesPromotion Potential15* Job family (Series)1101 General Business And Industry* RequirementsHelpRequirementsConditions of Employment* U.S. Citizenship is required.* Suitable for Federal employment, determined by background investigation.* Direct Deposit of pay is required.* Selective Service registration required for male applicants, unless exempt.* Status candidates must meet time-in-grade (see Qualifications).QualificationsAt the GS-15 level, you must meet the following qualification:One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: 1) ensure ONRR's royalty valuation personnel provide consistent and accurate oil and gas royalty valuation guidance and training to ONRR compliance personnel as well as to industry reporters and payors; 2) ensure same personnel appropriately allocate or approve the allocation of costs between deductible transportation and processing and non-deductible marketable condition expenses; and 3) advise senior management on proposed and needed changes to Federal and Indian oil and gas royalty valuation regulations.Only experience obtained by the closing date of this announcement will be considered.TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).This vacancy announcement may be used to fill similar positions within 90 days.A written test is not required.
