Data & Analytics Strategy LeaderOverview of RoleThis role will
be responsible for leading data and performance measurement
strategy, managing core data assets including an enterprise data
warehouse, and providing thought leadership and strategic
partnership around data governance, integration, architecture, and
analytics practices. This role will also focus on data usability,
availability, analysis techniques and support of data products.
This position will manage a central IT team made up of data & GIS
analyst(s), data engineer(s) and data scientist(s) and work closely
with our enterprise applications, infrastructure, and digital
transformation teams.Essential Job Duties & Responsibilities:The
Data & Analytics Strategy Leader:-- Drives the city's vision around
data and analytics and creates a roadmap to accomplish this vision.
This includes (but is not limited to) data related to legacy
enterprise and department-specific applications, a growing network
of IoT devices, and ongoing transformational technology initiatives
around customer relationship management, budgeting, and policy
reform.-- Leads the city strategy around future and existing data
initiatives, including (but not limited to) the enterprise data
platform (EDP) ecosystem (currently in discovery/proof of concept
phase), enterprise performance measures, and Open Data.-- Partners
with the Application Support Manager, the city's GIS team, and
other product owners to develop a roadmap to sustainably develop
and support data products and applications.-- Manages a team of
data and analytics professionals, coordinating and executing
initiatives focused on transforming data into actionable insights
across the data lifecycle, including collection, pipelines,
storage, analytics, and visualization.-- Manages enterprise GIS
program administration and coordinates closely with GIS analysts in
operational departments.-- Provides technical and strategic
leadership to champion the city's data policy and implementation of
master data management.
- Facilitates a data steward community of practice (analysts or
data-focused roles from each department across the city), culturing
data competency across the organization, standardizing analytic
methodologies, tools, and skill development paths, and promoting
Required Minimum Qualification
- Bachelor's degree in Computer Science, Information Technology,
Business Administration, or a closely related field and at least
seven (7) years of increasingly responsible management
- Previous experience of successfully leading data and analytics
projects and teams
- Experience in platform integration, understanding of database
concepts, and application development.
