Executive Director for the Department of Revenue Department Information The Colorado Department of Revenue (CDOR) employs almost 1,600 hard-working and dedicated employees in the eight major Divisions of the Department: Taxation, Motor Vehicles, Lottery and the Specialized Business Group which oversees Gaming, Liquor & Tobacco, Autos, Marijuana, and Horse Racing. The Department performs functions as varied as licensing, auditing, tax collection, law enforcement, hearings, statutory rule-making, consultation and guidance to help its regulated businesses thrive responsibly.

Description of Job Position Description: The Executive Director is the Chief Executive Officer of the Colorado Department of Revenue. The Executive Director is part of the Governor’s Executive Cabinet, and is responsible for overseeing the administration, programs and strategic plan of the Department as well as the consistent achievement of its mission and financial objectives. The Executive Director is held responsible for executing on the agency’s Wildly Important Goals (WIGs), which are measurable deliverables that align with the most important priorities of the Polis Administration. Accomplishing these WIGs makes up 40% of the Director’s annual performance evaluation.

In addition, the Department of Revenue has been a leader at pursuing initiatives related to the Governor’s Reimagining State Government directive, including providing services in a digital environment, reducing our physical footprint, and responsibly reducing our budget. In COVID, over 70% of the workforce is telecommuting, so the ability to demonstrate that you can build rapport, instill vision, collaborate and manage operations, productivity and morale - all remotely - is critical.

Essential Duties and Responsibilities:

Ensure that the Department has a long-range vision and strategy which achieves its mission, and ensures consistent and timely progress toward that mission.

Provide leadership in developing program, organizational and financial plans with Division leaders and staff.

Responsible for the enhancement of the Department’s image by being active and visible in the community and by working closely with other professional, civic and private organizations.

Developing and implementing strategies aimed at promoting the Department’s mission.

Building an effective team of leaders by providing guidance and coaching to subordinate managers.

Creating and/or approving business plans for the attainment of Division goals and objectives.

Directs and oversees the Department’s budget

Responsible for fiscal management that generally anticipates operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position.

Responsible for the effective administration of the Department’s operations, including adherence to all laws directing the work of the Department.

Maintain a climate which attracts, keeps, and motivates a diverse staff of top quality people.

Briefs the Governor on all relevant policy issues arising from State and Federal legislative activities.

Serves as the point person for directing the Department’s response to the Legislature on proposed legislation that may impact the Department’s operations.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Preferred Qualifications

Five years or more of experience being responsible for the successful leadership and management of an organization in either the public or private sector comprised of twenty-five or more employees

Five years or more of experience developing or providing the overall vision and strategic plan, at an executive leadership level, for an organization of twenty-five or more employees

Five years or more of experience fostering effective and efficient process improvements for an organization of twenty-five or more employees

Five years or more of experience demonstrating effective communication and collaboration with stakeholders, including adversarial relationships, to help achieve the strategic goals of an organization

Five years or more of experience overseeing the planning, implementation, execution and evaluation of special projects for an organization

Five years or more of experience overseeing the day-to-day delivery of the programs and services of an organization

Five or more years of professional executive management experience, which included establishing goals and objectives and developing and managing a budget to achieve program goals and objectives.

A Bachelor’s degree in Business Administration, Management, Public Administration or a closely related field is required. However, a Master of Business Administration, Juris Doctorate, or other relevant advanced degree is preferred.

Conditions of Employment:

Some travel may be required, especially in the post-COVID future and around the state, but this position is not one of the departments that travels constantly.
