JOB TITLE: Senior Policy Specialist PROGRAM: Children and Families Program LOCATION: Denver SALARY: $5,895/month ABOUT NCSL: The National Conference of State Legislatures is a bipartisan organization that serves the legislators and legislative staff of the nation's 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. Our mission is to serve state legislatures and other intergovernmental groups by providing support, promoting fresh ideas, connecting legislators and staff with experts and each other, and provide a strong, cohesive voice in the federal system. GENERAL DESCRIPTION: NCSL's Denver-based Children and Families Program seeks a Senior Policy Specialist with expertise in early child policies and practices. This position reports to the program director responsible for early care and education and child welfare. Additional expertise in child welfare policies and practices is desirable. Applicants should have a background in public policy, human services, secondary research or political science. Professional experience in communications, public affairs or civic engagement is also desired. This position will be responsible for contributing to a culture of program innovation and excellence and ensuring NCSL's work is completed in an objective and nonpartisan manner. Air travel is required approximately 8 times per year. Most trips are for one to three nights. This position is grant-funded and is subject to reduction in percentage of time covered or elimination if grant funding becomes unavailable. RESPONSIBILITIES AND DUTIES:

  • Anticipate emerging issues of importance to state legislatures and initiate research, technical assistance, or educational programs in response.
  • Conduct complex translational research with an understanding of political context, and provide substantive policy interpretations, guidance and support to legislators and legislative staff.
  • Write skillfully and with minimal need for editing for a range of publications, including reports, newsletters, blogs and magazine articles.
  • Develop and maintain relationships with state, federal and other governmental officials, public interest group and private-sector organizations.
  • Represent NCSL in substantive discussions and explain and interpret NCSL programs and policies.
  • Plan, organize and conduct comprehensive and politically neutral technical assistance programs, conferences, webinars and other educational events.
  • Manage projects on time and on budget, ensuring outputs are relevant to NCSL's members, politically neutral and of high quality.
  • Assist with developing new project concepts and supporting grant-writing and funder relations.
  • May manage and staff a committee, task force, staff section, subcommittee, advisory group or ongoing working group.
  • Perform other responsibilities as needed. SUPERVISORY RESPONSIBILITIES: May supervise one or two professional staff on an ongoing basis or serve as coordinator of a team of other professionals on a short-term project. WORK ENVIRONMENT: This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, copy machines, scanners and smartphones. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit; stand; walk; open filing cabinets; bend; stoop; use hands to finger, handle or feel; and reach with hands and arms. The employee may need to lift and carry objects up to 50 lbs. Requires the ability to travel locally, regionally and nationally, including overnight and weekends. QUALIFICATIONS: Experience and Education --- Bachelor's degree plus six years of relevant and progressive work experience. The following work experience or some equivalent combination is preferred: two years of professional experience at the level of a policy specialist with NCSL or another organization, two years of state or federal legislative or government experience, and two years of professional experience in the assigned subject area. --- Post-baccalaureate education is preferred, and up to three years of post-baccalaureate education may be substituted for the required work experience. --- Experience working for public affairs or communications firms or civic engagement organizations, coupled with an early childhood policy background, a plus. Knowledge, Skills and Abilities --- Substantial knowledge and technical expertise in early childhood policies and practices. --- Excellent research, analytical and organizational skills. Candidates will have experience gathering and analyzing information, identifying patterns in data and synthesizing large volumes of information. --- Exceptional writing and editing skills. Candidates must have substantial experience writing concise and compelling policy documents and editing the work of others. --- Substantial knowledge of state lawmaking processes and government structures. --- Excellence in developing and executing educational/informational initiatives for adult learners (i.e., legislators, legislative staff and others). --- Ability to manage multiple projects (i.e., budgets, timelines and relationships) in a fast-paced office environment. --- Ability to work in a politically neutral manner with legislators and legislative staff and maintain confidentiality when required. --- Ability to clearly and credibly present information in front of legislators, legislative staff, funders and other audiences. --- Ability to know when and how to work independently and with others.
