Click here to learn more about their experiences Colorado For All - Colorado Employees Reflect on Equity, Diversity, & Inclusion The Colorado Department Personnel & Administration (DPA) - Office of the State Architect (OSA is filling a Payroll Specialist position focused on Davis Bacon Payroll Support for the Colorado Quality Apprenticeship Training Act of 2019 to join the State Buildings Programs team State Buildings Programs establishes policies and procedures and provides statutory oversight of the state's capital construction process (including controlled maintenance) at each state agency and institution of higher education. This process includes solicitation and procurement of professional design and construction services, development of standard contract language, establishment of project management guidelines including cost management, adoption and implementation of building codes and compliance requirements, and administration of the controlled maintenance program. This controlled maintenance program involves the establishment of a statewide system to annually measure and report to the Office of State Planning and Budgeting (OSPB) and the Capital Development Committee (CDC) of the General Assembly concerning the condition of state-owned facilities and recommending the statewide prioritized list of controlled maintenance project needs.   • Provide front-end helpdesk support and user-training on contractor payroll software systems (LCPtracker) for State personnel, contractors, and consultants.
  • Use knowledge of related laws, regulations, and OSA processes to recommend effective ways to apply the software systems in an efficient manner to support contractor and labor compliance.
  • Develop and implement methods to track data related to customer and system issues that can be used to generate reports for further analysis.
  • Provide customer interface/support for software systems via email and phone.
  • Conduct analysis on the common issues being faced by users and develop recommendations to streamline processes within the systems.
  • Escalate complex issues to the Apprenticeship and Prevailing Wage Analyst and provide input on the most effective ways to address gaps through existing training sessions and resources.
  • Learn to conduct payroll audits and monitoring to ensure compliance with federal and state laws and regulations (Davis-Bacon, etc) by developing audit plans, compiling findings, identifying trends and generating reports.
  • Assist in developing and delivering training related to software systems and regulations to internal and external stakeholders to ensure statewide consistency.
  • Learn to evaluate system reports to recommend process changes for increased effectiveness and stream- lined, consistent processes. The expected start date for this position will be on or after July 1, 2021 Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS: Education and Experience: At least a Bachelor's degree from an accredited institution in Business Administration, Public Administration, Political Science, Economics, Information Technology/Computer Science, or a closely related field AND at least one year of professional experience with a primary focus on integrating business needs and processes with software functionality including troubleshooting end user computer issues and/or labor/employment law compliance. Substitutions: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis. Preferred Qualifications:
      • Experience providing business process and software support, troubleshooting and training for a diverse customer base;
      • Familiarity with civil rights programs and regulations, especially Davis-Bacon and Related Acts; Familiarity with payroll auditing and compliance monitoring;
      • Computer savvy with basic familiarity with payroll systems (specifically LCPtracker);
      • Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, Google Workplace (formally G Suite), and the ability to quickly learn other software systems. Conditions of Employment:

        • Travel required during work day to attend meetings and visit project sites.
