Job Description:

Business Manager I SUMMARY:Manages and coordinates the business operations of a Business Area (BA) or Business Unit (BU) with specific responsibility to support BA/BU efforts towards the attainment of cost, schedule, and performance goals and objectives. Participates in indirect and program budget preparation, cost control and oversight, and business resource planning/tracking in coordination with other corporate entities. Serves as the core liaison between the Business Area and Corporate Business Operations to support and fulfill their Financial and Programmatic controls & and cost / schedule checks and balances responsibilities.PRIMARY RESPONSIBILITIES INCLUDE:Business Area(BA)/Business Unit (BU) Financial ResponsibilitiesSupport the VP/Director Program's vision of establishing and maintaining business management industry best practices.Support the VP / Director Programs in overall Space Systems Group (SSG) financial, resource, and operations strategySupport the Directors, Program Managers, and Business Team to ensure SSG Financial Planning and monthly Performance Management Tracking are completed within established timeframes, focusing on accuracy of resource utilization, overhead utilization, cash flow analysis, and earned value analysis.Support the VP / Director Programs in management of the financial activities of the BA/BU, which includes participation in indirect and program budget preparation, cost control and oversight, coordination with contracting, accounting, and purchasing in accordance with corporate policies and procedures.BA/BU Program Proposal / Execution ResponsibilitiesWorks with capture/proposal managers with business cases and pricing strategy development within established and approved rate structures for new and or competitive pursuitsSupports the proposal basis of estimate (BOE) development for efforts that require project analyst and/or scheduler resources. Prepares cash flow analyses for major proposal effortsReviews and assesses project issues and helps develop resolutions to meet cost and schedule goals and objectivesFacilitate and develop baseline and earned value establishment strategies to allow program teams to make informed data-driven program decisions throughout execution that increases their ability to meet or exceed cost and schedule commitmentsFacilitate and support the development of executable work breakdown structure (WBS) to ensure that the program teams are provided performance information at the level needed to effectively manage the program without incurring unnecessary administrative costsSupport program kickoffs and subsequent baseline / estimate-at-complete (EAC) reviewsFor Programs Requiring Earned ValueDevelops earned value proposal responses and compliance plansEnsures that earned value (EV) programs are complying with the Contract's and Sierra Nevada Corporations (SNC) EVMS requirementsReviews subcontractor EVMS plans to verify initial and continuing compliance of subcontractor EVM systems are within the guidelines of the EVMS Standard (ANSI/EIA-748); provides oversight for subcontractor EVMS surveillanceAdvises and supports Government/Contractor Integrated Baseline Reviews (IBR)Develop Correction Action Plans (CAPs) as a response to any Corrective Action Requests (CARs) that are an outcome of status or baseline reviewsReview and provide feedback to programs for EV contract deliverables (CDRLS)BA/BU Training and Team Management ResponsibilitiesProvide training supporting the cost performance management process to select individuals in the Business AreaManage business management team resources to include work allocation, mentoring, training, professional development, and problem resolution; performance evaluation and recommendations for personnel actions; in accordance with corporate policies and proceduresBA/BU Collaboration and Representation ResponsibilitiesRepresents the BA/BU at internal meetings to promote efficient communications and collaborationADDITIONAL RESPONSIBILITIES INCLUDE:Punctuality to work each day and prepared to work scheduled work hoursOther duties as needed or assignedANTICIPATED LABOR UTILIZATION:Review Anticipated Labor Utilization as applicable to position as stated in the Business Area Labor Utilization MatrixDELEGATION OF AUTHORITY RESPONSIBILITIES:Responsible for thoughtful adherence to all SNC Delegation of Authority requirementsReview Delegation of Authority thresholds as applicable to job position stated in the DOA Responsibilities MatrixCOMPLIANCE RESPONSIBILITIES:Responsible for leadership oversight and for ensuring Department/Team trainingResponsible for timely execution of all personnel-related activities such as Time Sheet completion, Performance Evaluations, Salary Reviews, Succession Planning, etc.Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external)ESSENTIAL FUNCTIONS:Minimum physical requirements to perform all duties and responsibilities, as defined by managementSNC job descriptions are meant as summarizations only. Relevant work experience may substitute for required education0-2 years of relevant experienceAbility to analyze and interpret financial data and prepare financial reports and/or projectionsSkilled in budget preparation and managementAbility to develop financial plans and manage resourcesKnowledge of computerized information systems used in financial and/or accounting applicationsAbility to communicate effectively, both verbally and in writingAbility to develop, plan, and implement short- and long-range goalsKnowledge of finance, accounting, budgeting, and cost control proceduresKnowledge of corporate accounting procedures involving procurementKnowledge of management principles and practicesKnowledge of Earned Value ManagementAbility to foster a cooperative work environmentEmployee development and performance management skillsKnowledge of cash management principles and/or proceduresAbility to supervise and train employees, to include organizing, prioritizing, and scheduling work assignmentsStrong interpersonal and communication skills and the ability to work effectively with a wide range of constituenciesKnowledge of DoD/Government and/or public auditing policies, standards, and proceduresSkill in the use of computers, preferably in a PC, Windows-based operating environmentKnowledge of accounts payable procedures and practicesMinimum Fundamental Knowledge, Skills, and Abilities as stated in SNC's Responsibility Matrix.Note: Ability to obtain/maintain a security clearance may be required.
