Job Description:

Water Treatment & Quality Manager SUMMARY: Under administrative direction, directs, coordinates, plans and supervises the activities, operations, and maintenance of the water treatment plants, water quality lab, and water quality policy efforts to ensure adequate quantity and acceptable quality of the city's drinking water supply; provides highly responsible and complex technical and administrative staff assistance to management on water treatment and water quality issues. ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.) Directs, coordinates, plans and supervises the activities, operations and maintenance of the water treatment plants and water quality lab to produce sufficient quantities of water to ensure compliance with all Safe Drinking Water Act standards and Colorado Primary Drinking Water regulations. Directs, coordinates, plans and supervises water quality policy activities to ensure Thornton's interests are represented in local, state and federal water quality regulatory or policy actions. Researches and selects the most efficient treatment techniques to comply with drinking water regulations. Reviews and provides direction to assigned staff in the application of state, local and municipal requirements and procedures. Sets operational standards for distribution of flow, addition of chemicals, water quality, SCADA system parameters and maintenance, and preventive maintenance schedules. Develops and implements rules, regulations, policies and procedures to advance the city's mission, goals and objectives. Directs, oversees and participates in the development of the Water Treatment and Water Quality divisions' work plan. Implements city, department and division goals and objectives. Provides progress reports. Plans and directs emergency operations and management of system failures. Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations. Assists management and employees with water treatment- and water quality-related issues. Provides recommendations regarding the management of raw water sources. Educates employees on policies, programs, and procedures Oversees the Water Treatment Division and Water Quality Division budgets. Performs cost estimates and provides forecasts of necessary funds for staffing, equipment, materials and supplies for operations, maintenance and capital improvement budgets. Monitors, approves and controls expenditures. Reviews plans, specifications and engineering reports for new and replacement equipment and facilities. Coordinates, monitors and evaluates the work of consultants. Discusses results with management and integrates information into solutions and policy recommendations. Coordinates efforts with other divisions, city departments and community agencies. Prepares and presents oral and written reports to City Council, City Manager and senior staff including resolutions, ordinances, reports and correspondence. Serves as technical advisor to the department management, City Manager and City Council on utility operational and policy matters. Responds to citizen inquiries and complaints. Attends, directs participation in or conducts a variety of meetings such as staff, organizational meetings, employee briefings, and water treatment- or water quality-related regulatory hearings. Represents the city before citizens, elected officials and community groups on utility operational or water quality matters. Represents the city with professional organizations and outside agencies on information retrieval and exchange, policy monitoring, negotiation and lobbying efforts, e.g., EPA, General Assembly, and the Water Quality Control Division/Commission. Develops, maintains and improves intergovernmental relations; ensures follow-up and continuity on issues. Develops comprehensive recommendations in conjunction with city administration for use in Water Court Cases. Provides technical support to other Infrastructure divisions, the City Attorney, and legal consultants on water quality cases. Reviews documents, develops strategies, and provides testimony. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Performs other duties as assigned QUALIFICATIONS: Education/Experience: Bachelor's degree in Civil, Mechanical, Environmental or Chemical Engineering, Hydrology, Hydraulics, Natural Sciences or related field from accredited university; eight years' progressively responsible experience in water treatment, including three years of supervisory experience. Equivalent combinations of education and experience may be considered. Licensing/Certification Requirements: Valid Colorado driver's license with a safe driving record.
