The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado's Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. We are looking for a Medicaid Operations Office Deputy Director to join our Medicaid Operations Office!

The Medicaid Operations Office oversees health plan operations administered by the Department. This office is responsible for the overall operations of Medicaid, including Child Health Plan Plus (CHP+). This office manages the daily operations of Medicaid to ensure compliance with Federal and State laws, rules and regulations. In addition, this office is responsible for establishing and monitoring the operational performance standards (e.g., call center performance standards, claims payment standards, enrollment processing standard, etc.) for contractors working for the Department. This office establishes systems for robust monitoring of health plan operations, oversees the collection of information necessary for performance monitoring and directs staff reviews to identify and mitigate compliance risks. This office has oversight of claims payment operations, the member and provider call centers; the member identification card contractor; and eligibility determinations made by eligibility sites and monitoring of county partners.

    Description of Job

    This position serves as the Medicaid Operations Office (MOO) Deputy Director for Medicaid health plan operations. With the Chief Operating Officer, this position is responsible for the overall operations of Medicaid, including Children's Health Plan Plus (CHP+), and the Dental Benefit Plan.

    Duties include, but are not limited to:
    • Making timely effective decisions and producing results through strategic planning and the implementation and evaluation of programs and policies into MOO process improvements and/or solutions
    • Collaborating with the COO and other executives to develop and execute strategic plans that align with the organization's goals and objectives. As part of the strategic planning process, develops short and long-term goals for the overall operations of MOO
    • Retaining a very visible, high-level profile influencing legislators, HCPF staff, and external and internal stakeholders
    • Detecting and anticipating future needs of MOO and provides recommendations to the Medicaid Operation Office Director about new programs and initiatives
    • Translating, aligning, and implementing strategies created by the Deputy Office Director to the Office in the most efficient way possible to reach target goals and timelines
    • Directing the performance, programs, and operations of the Medicaid Operations Office
    • Representing the Medicaid Operations Office in meetings in the Department with other offices, in collaborative work efforts with sister state agencies, and federal partners
    • Maintaining collaborative solution-oriented relationships with key stakeholders and partners
    • As work lead, prioritizing and assigning work, monitoring services and products to ensure quality, timeliness, and quantity meet standards and deadlines for deliverables to meet work plan objectives
    • Implementing methods, procedures, and processes to improve workflow and productivity
    • Other duties as assigned

      Education and Experience:
      Ten years of State Government experience in CBMS, Medicaid, or other Public Assistance Programs.


      Bachelor's degree from an accredited institution in Business Administration, Operations Management, or a field of study related to the work assignment; AND six years of State Government experience in CBMS, Medicaid, or other Public Assistance Programs.


      Additional appropriate education will substitute for the required experience on a year-for-year basis.

      • Master's Degree in Business Administration, Operations Management, or a field of study related to the work assignment
      • Experience using technology and data analytics tools to support operational decision-making
