a. Work with Safety Management Information System (SMIS) users to de-duplicate data via SQL.
Identify duplicates across the SMIS database
Validate data with SMIS users and de-duplicate records
Write queries to monitor for data duplication b. Develop SQL queries to review, evaluate, and maintain the accuracy of the database.
Write queries to asses database health
Identify issues with data accuracy
Work with users to stage changes to the records
Develop code to resolve inaccuracies
Perform ad-hoc queries to ensure the referential integrity of the data.
c. Website debugging, reporting, and correction.
Contact users experiencing issues with SMIS
Validate, assess, and report website errors to SMIS Development team
If possible, resolve the issue and document steps to resolution
Assist the SMIS development team as the subject matter expert with possible causes and remedies
d. Work with SMIS users and developers to create procedures to prevent data discrepancies from re-occurring as the subject matter expert.
Review previous errors within SMIS and offer resolution based on experience with the SMIS system and bureau safety process
e. SMIS user account creation and access modification
Verify the identity and access level of SMIS users and safety managers
Create SMIS accounts with proper structure and access
Verify and update access levels within SMIS
Assist SMIS users in modifying access lists based on user needs and organization restrictions
Identify and remove inactive users from the system
Identify, validate, and re-activate user accounts that were incorrectly inactivated
f. SMIS Users profile updates
Work with SMIS users to update user specific information upon request
Identify issues with user profiles, validate findings, and resolve
Create custom user reporting lists (batches) based on access level
g. Document user requests for system enhancement and proposed
Work with SMIS users to assess enhancement or changes requests
Assist the SMIS development team in implementing modifications as the subject matter expert
h. Ad-Hoc report creation
Document ad-hoc report request
Asses validity and PII impact
Develop queries and deliver necessary data in the format requested (Excel, flat file, Tableau, PowerPoint)
i. Schedule Report Creation
Customized compensation reports in support of OWCP compensation evaluation via SQL Create and deliver scheduled reporting to bureau contacts on a weekly, monthly and quarterly basis
Work with report users on extracting their data in SMIS and document and implement changes if needed
Assist in the compilation of the Annual Safety and Compensation reports--
j. Bi-Weekly FPPS Data transfer
Re-create and maintain profiles and accounts
Download payroll files via FTPS transfers
Start and monitor the application while the file is applied to SMIS
Review the results of the update
Document and correct any issues that were created as a result of the file transfer
Write queries to identify issues as a result of the data transfer
k. SMIS Development Assistance
Work with the SMIS team as the subject matter expert on the development of new modules and changes to the system
Test changes, document issues, and report issues to the SMIS development team
l. OWCP Chargeback Data Integration
Conduct quarterly data verification and correct issues before the file is applied to SMIS
Download weekly, monthly and quarterly Department of Labor data and monitor the process as the file is applied to SMIS
Review the changes made to the database, document, and correct if required
Develop and send reports based on the quarterly data applied to SMIS
m. Ad Hoc Development Requests
Assist in development planning as a subject matter expert
Assist in the development of SMIS to the project specifications (over term of the contract there will be dozens of projects that the SMIS team develops and implements)
B. SMIS Customer Support
a. Responsible for answering the SMIS support line during office hours
Respond to emails and missed calls within 24 hours of receiving
Document issues and resolution via email or within the database
b. Update SMIS help documentation when needed
c. Incident documentation process guidance
As the subject matter expert, provide guidance on the how navigate SMIS and the next steps in the incident/compensation process.
Provide safety manager and compensation coordinator contact information to SMIS users
Add and maintain the non-DOI profiles and accounts in SMIS d. Conduct SMIS training for all the categories of user Qualifications The proposed candidate should be a senior level person that possesses a degree in computer science, information systems, or other directly related discipline with at least ten years' experience in the areas of expertise identified below. Alternative qualifications include:
a. A master's degree may be substituted for two years' experience.
b. One year of additional IT experience may be substituted for each year of
degree-level education.
C. Technical Skills
The technical skills/requirements are as follow:
a. Must be able to read, write, speak, and understand English.
b. MS/SQL database management and development
i. Development and troubleshooting of MS/SQL stored procedures
ii. Development and troubleshooting of MS/SQL table structure and
iii. Understanding of data encryption and best practices in dealing
with PII (Personally identifiable information)
c. Provide support to SMIS users
i. Experience in providing technical support via phone and email
ii. Ad-hoc issue mitigation using MS/SQL
iii. Ad-hoc customer reporting needs using MS/SQL
iv. Experience in SMIS data entry processes
d. Create statistical reports and charts for DOI/bureaus management
i. Development of stored procedures for reporting automation using
