We are looking for an experienced Capture Manager to support our fast-growing Health and Human Services business development team. This role is vital in developing innovative, high-quality services and solutions tailored to each client s unique needs. Through these solutions, we help our government clients deliver essential services to their most vulnerable citizens. The Capture Manager would be responsible for establishing and leading capture activities for specific business opportunities within existing and new markets. The Capture Manager position is directly responsible for driving growth and innovation. Job responsibilities include: * Managing win theme, win strategy, and solution development * Assessing competitors, including operational models, strengths, pricing structures and weaknesses * Briefing executive management on capture status at specified milestones * Performing best practices and operations research to help design competitive operational solutions * Developing, managing and implementing capture plans that identify decision makers, client needs and concerns, discriminators, price to win, technology and staffing solutions, required personnel, and partners * Working with proposals, service delivery, pricing, sales, and market expert group to develop a proposal that clearly reflects desired operations, advantages and benefits to clients, and win themes * Reviewing the proposal to ensure operational solution and win themes are conveyed accurately and concisely * Preparing the team for and managing the orals process and any client requests for revised technical or pricing proposals * If awarded a contract, supporting transition to the implementation team to ensure delivery of a solution that is consistent with proposal * Conducting after action analyses to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions Minimum_Requirements * Successful track record of capture management and/or project management for health and human services government organizations or providers * Experience working in a matrixed environment, working in tandem with business development, legal, operations, IT systems and infrastructure, human capital, implementation teams, finance, and other business units to develop comprehensive, winning solutions * Bachelor's degree with 3+ years of relevant capture, business development, proposal development or project management experience required * Master of Business Administration degree or Master s degree in releva field (e.g., Finance, Public Policy, Marketing) is preferred * A working knowledge of government procurement practices required * Experience working with remote teams is preferred * Must demonstrate exceptional decision-making, analytical and presentation skills * Must have strong interpersonal skills with the ability to manage deadlines, take initiative, and research and understand business practices and processes * Strong leadership, presentation, and project management skills * Ability to clarify ambiguous situations to establish order and direction * Proven track record in dealing with all levels of management * Strong writing and communication skills Essential_Duties_And_Responsibilities * Pro-actively identify new business opportunities by researching ongoing trends in the public healthcare marketplace * Perform market research to qualify new business opportunities, including analysis of customer's budget, capabilities required, current customer preferences, competitive environment assessments and incumbent strengths and weaknesses * Perform gap analyses of MAXIMUS capabilities against customer requirements * Lead program development and execution and provide detailed reports on activities to Operation senior staff, Division managers and program managers * Actively participate in the overall strategic planning by linking pursuits/capture activities which support the quarterly business development metrics for awards, submits, and pipeline * Provider operational assumptions and work with operators to balance sales vs. execution * Provide historical longitudinal guidance of competitors for operational clients * Oversee multiple concurrent pursuits and manage B&P spend to less than 1.5% of TCV * Utilize historical data to provide predictive win outcomes and price to win analysis * Interact routinely with all levels of Operation and Group management, infrastructure POCs, staff and customers, and follow through on tasking * Brief capture status to senior management at specified milestones in the capture process * Conduct after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture techniques, strategy, and actions * Provide decision making under uncertainty while documenting defensible assumptions * Provide lead analyst with weekly briefings * Brief VP of Capture and Division President when required * Detail work plan and schedule for completion of activities * Perform other duties as assigned by management Minimum_Requirements * Bachelor's degree or equivalent combination of education, technical training or work experience considered in lieu of degree, three (3) years of management experience, five (5) years of related experience Since 1975, MAXIMUS has operated under its founding mission of Helping Government Serve the People, enabling citizens around the globe to successfully engage with their governments at all levels and across a variety of health and human services programs.
