Job Description:

The position of Lead IT Project Manager will report to the VP, Data Management, and will be responsible for all aspects of initiating, planning, executing, monitoring / controlling and closing assigned programs / projects. The Lead IT Project Manager will lead small team to achieve goals within agreed constraints. The ideal candidate is a leader who builds relationships across stakeholder organizations, a leader who will become a trusted adviser to our stakeholders, trusted to deliver their strategic vision and tactical milestones. The successful candidate will have a proven record of successful project delivery in challenging conditions, of building consistent project cadence including collection of performance data and reporting of business relevant information in ways stakeholders understand, and of collaboration with team members and leadership. Successful candidates are likely to have professional origins in software development, business analysis or systems analysis. Candidates whom hold multiple certifications will be given priority. ESSENTIAL FUNCTIONS * Facilitate the project initiation process for assigned project candidates including; project in-take, initial planning and estimation, business case, prioritization, development of the project charter and executive approval * Manage one or more assigned IT programs / projects including; planning, execution and release, monitoring / controlling, and closing * Facilitate and administrate an assigned portfolio of IT programs/projects for a specific senior stakeholder * Effect program / project lifecycle including; phase and release planning, road mapping, business requirements and design, high level design, systems and software development, and testing activities including functional / system integration testing, acceptance testing, and performance testing * Lead a team of matrix (dotted line) business and IT resources to ensure success of assigned projects / programs * Provide executive status on program / project and act as an escalation point * Collaboratively remove barriers and ensure projects are delivered on time, on budget, on scope and on quality Knowledge / Skills / Abilities: * Broad full lifecycle program / project management * Experience managing projects in traditional waterfall, agile frameworks and hybrid approaches * Deep understanding of the Software Development Life Cycle (SDLC) including its phases and artifacts * Working familiarity with a key PPM tools including; MS Project and Jira though others acceptable * Experience managing complex enterprise wide programs with multiple stakeholders in a matrix environment * Experience with and a keen understanding of how to effectively manage across geographies * Excellent communication skills and presentation experience * Ability to multi-task and oversee diverse initiatives and individuals * Entrepreneurial, with creative thinking skills * Internal and external customer orientation, IT service management * Ability to establish strong rapport and credibility with business and IT teams POSITION QUALIFICATIONS Competency Statement(s) * Demonstrated ability to think strategically and operationally * Demonstrated analytical problem-solving skills * Expertise with problem solving methodologies, root cause analysis and process improvement frameworks * Demonstrated ability to manage indirect teams, including members who may be senior in rank * Demonstrated ability to understand complex business problems and create a program / project to support solutions and compliance * Demonstrated capacity to become "expert" in new topics and disciplines quickly * "Self-starter" attitude with the ability to excel in dynamic work environment * Strong oral communications * Strong written communications * Strong facilitation skill set * Proven track record of program / project management success * Strong executive presentation skill set, including ability to develop and deliver executive-level presentations * Demonstrated ability to motivate, influence and gain commitment from stakeholders * Demonstrated ability to effectively build relationships with customers and co-workers * Demonstrated interpersonal skills and ability to get along well with a variety of personalities and individuals * Demonstrated customer orientation and ability to take care of the customers' needs while following company procedures * Demonstrated decision making skills and ability to make critical decisions while following company procedures * Experience successfully working under pressure and ability to complete assigned tasks under stressful situations Education * BA / BS in Business or related field, MBA preferred or equivalent experience Skills / Experience: * Minimum of 8 years of progressive experience leading programs / projects * Minimum of 5 years of experience interacting directly with external clients * Minimum of 3 years of experience managing data related or system integration projects * Familiarity with healthcare data including but not limited to eligibility and encounter * Project Management Professional (PMP) certification is required * Lean Six Sigma certification and / or experience a plus WORK ENVIRONMENT * The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
