Job Description:
Responsible for the strategic leadership and project management
of generation capital projects including planning, directing, or
coordinating engineering, and procurement (including materials and
services) activities and management of generation facilities'
construction projects. Perform engineering analyses for the
creation, development, and execution of projects, and in support of
generation operations. Develop scopes, project schedules, budgets,
and justifications. Develop/coordinate technical specifications for
contracts. Administer the fulfillment of contracts. Develop and
conduct presentations as assigned. Note: There is one position
available, and the position will be filled at one of four job grade
levels: Engineer I (Generation), job grade NB18; Engineer II
(Generation), job grade NB20; Engineer III (Generation), job grade
NB22; or Senior Engineer (Generation), job grade NB23. This
decision will be based on the qualifications and experience of the
candidate selected, and Tri-State business needs at the time of

$107,000-$134,000 Engineer III (Generation) Hiring Salary Range:
$97,000-$122,000 Engineer II (Generation) Hiring Salary Range:
$80,000-$101,000 Engineer I (Generation) Hiring Salary Range:
$66,000-$83,000 Actual compensation offer to candidate may vary
outside of the posted hiring salary range based upon work
experience, education, and/or skill level. ESSENTIAL FUNCTIONS AND
RESPONSIBILITIES
- Provide strategic leadership and direction on assigned
projects.
- Perform engineering analyses of process systems at generation
facilities.
- Conceive and develop project scopes, schedules, justifications,
and budgets for both capital and Operations and Maintenance
(O&M) projects.
- Conduct or coordinate engineering design of capital improvement
projects for generation facilities.
- Prepare technical specifications for proposals, and coordinate
the development of contract documents.
- Provide project management during the implementation of plant
betterment tasks.
- Administer Contracts including Contractor oversite, and both
technical and commercial adherence to contract requirements
- Develop project work scopes, estimate costs and schedules for
budgetary purposes.
- Initiate and monitor appropriate cost accounting, invoicing and
close-out of capital projects.
- Responsible for communicating with all project stakeholders and
participants providing timely responses to information and
documentation needs.
- Prepare and make presentations for design reviews and project
approvals.
- Conduct engineering review of operating and maintenance
requirements for generation.
- Participate in the selection of consulting firms and monitor
their engineering activities.
- Direct the work of others, as required.
- Assist with training of personnel.
- Complete reports and special projects, as required.
- Assist in the preparation and administration of the annual
budget, work plans, long-range forecasts.
- Adhere to and demonstrate compliance with appropriate electric
utility industry regulatory requirements. Attain knowledge and
remain knowledgeable of development in regulations, laws, standards
and best practices applicable to the functional area including, but
not limited to, Standards of Conduct, Environmental, Employment
Law, NERC Reliability Standards and Safety. Must be familiar with,
and comply with, all aspects of Corporate Policy C-54,
Compliance.

highly motivated self-starter. REQUIRED JOB QUALIFICATIONS
Education and Training
- Bachelor's degree in electrical, chemical, civil, mechanical,
or other engineering from an accredited program. Knowledge, Skills,
and Ability:
- Expert knowledge of operation and maintenance of generating
facilities.
- Strong knowledge of PC programs and application to functional
tasks.
- Working knowledge of safety policies and procedures.
- Working knowledge of government regulations and industry
standards affecting electric utilities.
- Ability to direct the work of others.
- Ability to maintain effective working relationships.
- Ability to communicate effectively, both verbal and written.
Experience:
- Eight (8) years of progressive experience in generating plant
design and construction work. Note: The above requirements describe
the experience and education qualifications for the Senior Engineer
(Generation). Those with less experience will be hired at the I, II
or III job grade level. Other:
- Willingness to travel up to 30 percent of the time on an annual
basis. (Must possess a valid driver's license.)
- Desire to work in power plant design and betterment design.

exposed to dust and exposed to electrical risks, works around large
industrial operating equipment.
